勤和村本身在莫拉克風災中未受嚴重破壞，但因災後南橫公路遇到大雨易坍方而與外界交通中斷，雨季時勤和村需要一個緊急避難的場所。不希望部落被拆散於平地的永久屋，勤和部落居民決定就地重建，並自主籌建避難屋，並在部落上方的勤和平台覓得村民無償出借的土地。

由於基地偏遠且經費拮据，低限的設計與使用當地材料不只是理想，而是現實條件。爭取自立重建的過程已將勤和部落凝聚起來，使部落參與協力造屋的營建方式幸運的順利推展。

避難屋不是永久性的構造物，所有的構造都必須是可以拆除的。因此設計時自然採用可以回復的工法，材料居民將來可以回收，或直接再利用，或直接回歸土地，減低對環境的衝擊。危害最大的鋼筋混凝土，只用在地基等必要處。

2011 Taiwan Architecture Awards

Hsieh Yin-Chun, who was just awarded the Curry Stone Design Prize, is given the laurel of 2011 Taiwan Architecture Award by his refugee house for Qinhe Tribe in the remote mountain area in southern Taiwan. The homeland of indigenous Qinhe Tribe was destroyed by the devastating deluge in 2009, since that time the area has been under constant threat of storms or torrential rains.

Despite the fact that Hsieh’s recent projects are all simply built structures for refugees suffering from natural disasters, the judges unanimously agree that Hsieh’s work fulfills all the conditions of excellent architecture- community oriented, meeting the needs of users, solving the problems of environmental limitations with outstanding design. The judges are impressed that even in such a simplistic and experimental project with extremely insufficient budget, the refuge house has presented great architectural and aesthetic achievement. In addition to the collective effort of tribe people in making use of available materials, the humanistic touches of details, such as doors and ladders, radiate with beauty. The bio-septic tanks for outhouses Hsieh has tried and improved for years are also a success for a place impossible to have flush toilets. The spacious rooms, showers and balconies of each unit of the refugee house give a feel of home, when tribe people have to stay here they will be hopeful.
